The Monroe Doctrine
The Monroe Doctrine was first set out in a speech President James Monroe gave to Congress on December 2, 1823. Monroe decided to heed the advice of John Quincy Adams, and issue a statement against the powers of Europe becoming prevalent on the North American continent.
